James H. Burrell: First African American to Serve on the Saint Paul, MN Police Department

In 1892, James H. Burrell, a former Pullman porter, was appointed the first African-American officer of the Saint Paul Police Department.
This was 20 years before New York City appointed its first African-American police officer. Burrell served continuously at the department’s Rondo Sub-Station. Located on the western edge of Saint Paul, and the historic center of Saint Paul’s African-American population.

“From the time of his appointment he served continuously at the Rondo Sub-Station and won the respect and confidence of his colleagues and superior officers by his faithful and meritorious performance at all times.”
