Runaway Slave reward poster, November 1858. Congress voted to let slave hunters go into Northern states & kidnap runaway slaves from the street or from their homes. If a freed slave didn’t carry papers from a former master saying they were legally freed, they could be taken. Escaped slaves in the North had to move around to avoid slave catchers.
